Bilquist Elementary                                                                                                                                            2003-2005

North Clackamas School District
Milwaukie, OR
Position:  Principal (K-6)

Bilquist Elementary is a large K-6 Elementary school located in the heart of the Rex Putnam High School feeder district.  Bilquist enjoys the uniqueness of a K-6 extended elementary where its mission is “Every child valued, every child challenged, every child successful in a caring respectful community”.    This mission is lived everyday and anchors every decision.  Bilquist has demonstrated its mission with consistently high student achievement as the community grows more and more diverse each year.

Oregon’s reduced revenues were prevalent in 2003-05, and Bilquist faced many challenges of leadership.  Additionally, the Bilquist teaching staff had turned over in 2002 with over 50% of the staff in their first few years of teaching.  Dr. Petti established a professional learning community with Portland State University, including regular pre-service teachers as part of our staff.  Tough decisions were made through a collaborative process, which ultimately reflected the input of the community, and included the elimination of programs while stabilizing class size.

Improved building operations, improved student performance and strong professional development were Dr. Petti’s goals at Bilquist.    She demonstrated patience, strong facilitation skills to involve stakeholders and thoughtful stewardship of the school's vision and the best interests of children.  She supported and facilitated an open learning community with ongoing professional development for staff in reading comprehension, technology integration and math curriculum and assessment in 2003-04. During 2004-05 school year, Dr. Petti facilitated a school wide improvement effort in writing and math problem solving.  All managerial duties of the principal were completed with strong organizational skill while utilizing human and fiscal resources for maximum student benefits.  Dr. Petti served the district in a variety of leadership roles including leading a seminar in differentiated instruction, coordinating the district K-12 media program and supervising district media coordinators as the building level program was eliminated.  She served as part of the district technology committee and helped implement the eSIS program to electronically manage student information.  She was the elementary representative to the high school course approval program and served on the assessment advisory panel and participated in a principal leadership study group.  She acquired private grants and coordinated the resources for the design and implementation of a new technology lab and several building improvement projects.  Dr. Petti evaluated and supervised 35 licensed and classified staff and implemented a plan of assistance.

2002-03 was a challenging one for leadership due to a budget crisis, tenuous teacher negotiations, and the threat of ending school almost a month early. Tough decisions were made through a collaborative process, which ultimately reflected the input of the community, and included the elimination of programs.

As a leader in time of difficulty and change, Dr. Petti demonstrated patience, strong facilitation skills to involve stakeholders and stewardship of the school's vision in the best interests of children. Dr. Petti facilitated and supported an open learning community with ongoing professional development for staff in reading comprehension, technology integration and math/science curriculum and assessment.
